Part 7 of a series of 13 instructor's manuals for the competency based training of curriculum consultants for exceptional children focuses on the development of instruction. Four competencies are considered: (1) that a curriculum consultant should be capable of developing a familiarity with the current literature on institutional practices for exceptional children, (2) that a curriculum consultant should be capable of becoming skilled in developing instructional programs, (3) that a curriculum consultant should be capable of developing classroom management techniques, and (4) that a curriculum consultant should be capable of adapting innovative practices and products to programs for exceptional children. Among materials included in the manual are lists of behavioral objectives for the module, enabling activities, and evaluation criteria for each of the competency components. Space is provided for the instructor to list resources and comments for the activities provided for each component. A conference record sheet is included for each of the four competencies. (PHR)
