The CETA (Comprehensive Employment and Training Act) Unified Intake Services is a CETA eligibility, assessment, and training program for residents of Tulare County, California. The prime function of the Unified Intake is to assess economically disadvantaged persons and to assist these individuals to obtain appropriate occupational training, hands-on skill development, and/or job survival skills that ultimately lead to unsubsidized, gainful employment. To attain these goals CETA Unified Intake Services must (1) maintain a county-wide outreach program, (2) determine economic eligibility, (3) assess vocational talents of eligible clients, (4) develop client employability plans, (5) identify appropriate CETA/non-CETA programs, and (6) assign individuals to appropriate program resources. Its Employment Motivation Assessment Program answers most of these needs in a three-phase process: eligibility evaluation, employment motivation assessment workshop, and the counseling assessment integration phase. Results of the final client/counselor session are used by a selection committee for client placement in training programs. The key to client success is the client. Therefore, CETA Unitifed Intake's main efforts are directed toward client motivation, client/counselor assessment, and individual commitment to strive for realistic self-derived goals. (Author/YLB)
