Role Clarification and Determination of the Responsibilities for Administrative Tasks Performed by Local Vocational Administrators in Colorado. Final Report.

This study intended to determine perceptions about the administrative tasks and responsibility that should be held by local directors of vocational education in area vocational schools and community/junior colleges in Colorado, and then to develop typical job descriptions. To collect data, a survey questionnaire utilizing a Likert-type scale with five responses was developed. Using a modified four-round Delphi research method, three rounds of data were collected from appropriate (1) local vocational school directors and their superintendents, and (2) community/four year college deans/directors of occupational education and their presidents, with 100% participation maintained in both groups of respondents. Tabulated responses showed the number and kind of tasks for which strong agreement existed on the mode and degree of responsibility for task completion. Local area vocational school directors were found to have more tasks (198) than local college directors (184). Job descriptions and specifications were developed into a position guide format. These generalities then provide a defensible basis for development and evaluation of professional growth plans and selection of local directors, for evaluation of current organizational patterns and overall operation of vocational education, for appropriate and efficient use of local directors by state boards, and for curriculum development in teacher education.
