The results are presented of the validation study of reading and mathematics criterion referenced tests, administered to South Carolina students in grades 3, 6, and 8. This testing was mandated by state law to field test a competency based assessment program. The study was based on three activities: (1) test selection; (2) content validation; and (3) analysis of test results. Published tests were examined, using a set of predetermined specifications to evaluate each one. Criterion referenced tests published by Science Research Associates (SRA) were selected. To determine content validity, all county, area, and district superintendents were asked to evaluate the tests to determine if: the test objectives were consistent with curriculum content, represented essential learning, and represented desirable learning. Both parallel forms and internal consistency reliability were measured. In analyzing the test results, it was found that student achievement in grade 3 was higher than in grade 6, which was higher than students' achievement in grade 8.
