A Proposed Alternative to the Decision Making Structure at Castleton State College.

In an effort to realize greater representation of all constituencies in college governance and decision-making, a proposal was developed to establish an All-College Senate at Castleton State College. The proposal was prepared after a review of the college's current governance system and of relevant literature, and meeting with interested groups on campus. The proposal itself is presented in the form of a constitution for the All-College Senate. The proposed Senate is composed of 12 elected representatives from all major constituencies of the college--administration, faculty, students, staff, non-contract personnel, and alumni. According to the Constitution, the Senate will assist in the deliberation of issues and policies and will make recommendations to the college president in those areas that affect the college community as a whole, including budgetary matters and institutional planning. Excluded from consideration shall be matters relating to collective bargaining negotiation and certain student government activities. It is recommended that a one-year trial period be established for the Senate, during which time no structural or membership changes will be made, and all deliberations and decisions can be evaluated. It is further recommended that the Senate should prepare a Bill of Rights for all campus constituencies. (DR)
