Literacy and Adult Education: The Arab Experience with Particular Reference to Iraq.

This issue of Literacy Discussion explains the joint Arab strategy for illiteracy eradication and reviews Iraq's particular situation. The first of six articles traces literacy development in the Arab World leading up to the adoption of the Arab Literacy strategy at the 1976 Third Alexandria Conference in Baghdad, Iraq. It also presents information drawn from a literacy survey of Arab countries covering the period from 1970-74. The second article describes the Arab Literacy Strategy which includes analyzing the situation, defining objectives, reviewing principles and trends, and proposing implementation procedures. The third article, from the secretariat general, reviews the early steps in illiteracy eradication beginning in 1922 and continuing up to and following Iraq's 1968 revolution. Papers 4-6 are presented by the educational planning division of the ministry of education. Article 4 concerns staff recruitment and training, and it emphasizes linking staff development efforts to a long-term plan for adult and non-formal education. The final articles discuss the status, development, and selection of curricula and textbooks for Iraq's national campaign against illiteracy. A resume is present in French, Spanish, and Arabic. The issue concludes with reviews, responses, and discussion on (1) the use of radio in adult literacy education and (2) adult education and individual modernity. (CSS)
