This legislative handbook for child advocates in Florida features a description of Florida's legislative process, including sessions, leadership and procedure, committees, legislation, public access to legislative information, state publications, and critical stages in the passage of a bill. A legislative glossary and a chart showing the route of a bill through the Florida legislature are provided, along with a narrative explanation of the Florida budget and appropriations system prepared by the staff of the Florida legislature. Also included are a discription of the various kinds of legislative information that will be disseminated by the Florida Center for Children and Youth (FCCY) and some suggestions on what child advocates can do upon receiving the legislative information. The fourth is the FCCY's 1979 legislative priorities--including educational alternatives, permanence, early identification, guardian ad litem, group home zoning, psychiatric care for emotionally disturbed foster care children, school breakfasts, perinatal centers, increase in Aid to Families with Dependent Children, delinquency prevention subsidies, and children's health screening programs--are briefly described.
