After asserting that minorities do not have the health resources available to them in quantity or quality as do members of the dominant society, this paper describes and discusses six features which should characterize appropriate mental hygiene services for minorities: (1) cultural relevance; (2) a holistic orientation; (3) an organizational structure that supports coordination; (4) priority attention to certain target groups; (5) the use of community support systems; and (6) minority involvement in decision-making, accountability, and quality assurance. Recommendations for improving the effectiveness and availability of human services for minorities and for increasing minority participation in service systems are made for each of the areas discussed. Recommendations are also made for the establishment of a sound financial base by Federal, State and local governments in order to make significant reform possible. (Author/EB)
