Findings and Recommendations: The Colorado Community College System.

The 27-member Blue Ribbon Community College Study Commission, representing a variety of groups within the educational community, assessed the effects of the statutes, goals, policies, and practices under which Colorado community colleges have operated with the purpose of recommending needed changes with respect to the following ten years. Through the use of questionnaires, interviews, and discussion groups, five major issues were identified: (1) community college role and mission, (2) access to community colleges in Colorado, (3) the State Board for Community Colleges and Occupational Education, (4) state system community college councils and their role in the future, and (5) current and future practices in funding, financing, and budgeting. Findings and recommendations are reported in each of these areas which point out weaknesses and problems revealed by the study, and suggest improvements and changes that should be made in policy, governance structures, and legislation to address these problems. Appendices contain outlines of Senate Bills 62 and 110 which provide for the reorganization of the structure of postsecondary education in the state and separate the functions of the State Board for Community Colleges and Occupational Education among two distinct Boards.
