The report examines the major activities, input, and results of the Illinois Office of Education's Area Learning Resource Center Project, a program through which state and national resources and services are transmitted to special education programs and personnel at the local level. It is reported that the project accomplished its goals by assisting the state education agency in the development of an informational media, materials, and training delivery system. The project's major result is noted as the establishment and support of a statewide network of 13 Regional Educational Media and Information Service programs designed to implement the media, materials, and training needs of special education personnel. In addition, the capacity at the regional level is reviewed (including the delivery of inservice training, media/materials information, curriculum development/adaptation, and access to instructional materials). Finally, the report analyzes the impact of the delivery system on special education personnel and students, and describes new or planned service recommendations to be developed as a result of the project.
