This document reports on the development and functioning of the Child Development Associate (CDA) Pilot Project at Bemidji State University (BSU), Benudji, Minnesota. Section I addresses the following aspects of the BSU pilot: geographic setting, the training population, program response, beginning the pilot project, organizational structure, communication with the university and within the training area, recognition of the CDA credential at the state and local levels, and a budget overview for each of the 3 program years. Section II focuses on the initial planning stages of the pilot in the spring and summer of 1973. Issues discussed include competencies for teachers; role descriptions of candidates, field advisors, co-workers, agency administrative personnel and college representatives; methods of integrating academic work and field work; and alternative approaches for training. Section III presents statements by two affiliated members pertaining to an analysis of the educational implications of CDA for the traditional 4-year university program. Section IV discusses the field advisor model for CDA training. A position paper on the CDA approach is followed by sections on beginning training, the training process, final assessment of the CDA trainees, and the various roles of the field advisor in the training and assessment process. Section V presents suggestions for future trainers and includes an analysis of common situations encountered during training, specific suggestions to prospective trainers, affiliation with a college or university, and staff concerns about future training. Sections VI and VII provide a participant perspective and three Head Start directors' points of view on the CDA pilot project. Finally, comments by outside professionals are incorporated in Section VIII. Relevant CDA lists and questionnaires are appended. (Author/CM)
