Interfacing Essential Competencies and Learner Outcomes with Developmental Reading: Program for Improving Reading Achievement.

Developed as part of a statewide effort to improve reading achievement in West Virginia through a competency based staff development program, this inservice instructional packet is intended for school district reading administrators and principals and contains the materials for a five-day inservice administrative workshop. The materials focus on the reading process, basic skills in reading, the assessment of reading skills, the organization of a school management plan, instructional strategies for developing essential reading skills, and the evaluation of techniques for reading skill development. The packet also provides guidelines for conducting competency based inservice programs; the gestalt, rationale, objectives, and schedule of the workshop; transparencies on reading; word recognition, comprehension, and work and study skills; a principal's cross-referencing of this program with the school basal reading progam; two scripts representing both the inservice training of teachers and classroom reading instruction; and a record for evaluating the inservice instructional packages.
