Development and use of instruments and procedures to measure affective aspects of educational programs are described. The document is part of a final report of a project to humanize education by helping schools identify affective priorities and measurement needs. The document is presented in three sections. Section I describes measures developed to collect affective data from students. Specifically, it reviews procedures involved in identifying constructs for measurement, development of the item pool, procedures of data analysis, and test results. Section II presents materials designed to aid teachers in observing and recording affective behavior in the school or classroom. Topics discussed are creation of an affective behavior checklist, use of the checklist by teachers to collect the data, checklist revisions following data analysis, instructions for use of the checklist, and suggestions for uses of information collected. Section III examines development and testing of a questionnaire dealing with teacher attitudes, philosophy, practices, and perceptions of the school climate.
