This collection of 3 bilingual papers on issues related to staff training for preschool programs is part of a series of papers on various aspects of day care published by the Canadian Department of Health and Welfare. Each paper is presented in both English and French. Paper I offers brief guidelines for observing and learning about the behavior of young children. The behaviors are classified into several categories: physical behavior and motor coordination, language behavior, cognitive behavior, and emotional and social behavior. Paper II briefly examines questions related to the use of a competence approach rather than a soley diploma approach in staffing child development programs. Issues touched upon include the relationship between a competence approach and a multidiscipline orientation in day care, the definition of competence, the measurement and assessment of competence, and possible dangers in using a competence approach in staffing preschool programs. Paper III describes a competency-based training program for preschool personnel. Program objectives, administrative personnel objectives, organization of preservice and inservice training, 12 general areas of competencies classified according to hierarchical levels, and program evaluation are discussed in detail. Working charts pertaining to the first four levels of competencies are provided in Appendix 1. Appendix 2 consists of a copy of the competency contract required to be signed by the trainees. (CM)
