Implementation of 1978-1979 Contingency Plans. Reports 1, 3 & 4.

Three reports are presented that address the problem of implementing 1978-79 contingency plans developed by the Los Angeles Community College District in response to a June 1978 property tax reduction initiative, Proposition 13. Report No. 1 provides an overview of district problems resulting from the tax limitation measure. Fiscal and educational alternatives are discussed in light of unknown resources, legal problems, the implications of delay, minimal educational objectives, instructional programs, non-academic college services, and the 1978 summer session. Report No. 3 reviews alternatives and proposes action concerning: (1) the feasibility of continuing summer recreational programs; (2) the recision of gold card exemptions, which released senior adults from paying college fees; (3) the curtailment of cocurricular activities; and (4) the curtailment or elimination of specific intercollegiate activities. Report No. 4 deals with the implications of California Senate Bill 154, which provides partial relief to local government agencies from financial difficulties caused by the tax reduction measure. The bill's provisions completely change the community college funding structure, substituting funds from the State General Fund for statutorily prescribed appropriations for the 1978-79 fiscal year and prescribing a method for computing state support to community colleges.
