The Pennsylvania Department of Education, through Project CONNECT, conducted a pilot study of individual educational programs (IEPs) for preschool handicapped students at 29 intermediate units. A total of 1633 IEPs were coded and tabulated. Among findings were the following: there was a high degree of parent involvement in the IEP planning process; the large number of non-required personnel signing indicated a high level of interest in the IEP plan by all professionals involved with children in the study; the number of planning hours spent in collecting data and developing the IEP gave some indication that the process is a relatively expensive procedure; it was evident that about half the children were receiving only one service; and the curricular area most often reporting scores only was the cognitive area.
