This booklet is intended to aid Pennsylvania school officials in developing a five-year long-range plan for their districts, as mandated by the Pennsylvania State Board of Education. The booklet is divided into two parts. Part 1, "Guidelines and Instructions," discusses the long-range planning process and explains how the forms in Part 2 are to be completed. Part 1 is organized in nine sections that focus in turn on different facets of the school district planning process, including community involvement, demographic characteristics, personnel development, pupil enrollment projections, educational quality assessment, equal educational opportunity, educational programs and services, school facilities, and financial information. The forms in Part 2 are organized sequentially to correspond to the sections in Part 1. Although the guidelines and forms were prepared specifically for use by school districts and state department of education personnel in Pennsylvania, they may be useful as models for school officials in other states as well.
