A Guide to Evaluating CETA Title I Programs.

The evaluation scheme proposed here is intended to serve as a format and guide for a third party evaluation of Comprehensive Employment and Training Act (CETA) Title I programs. The guide begins with a brief section presenting an introduction to evaluation, the evaluation format for Title I, and a flow chart of evaluative activities. The remainder of the content covers the evaluation of five specific programs under CETA Title I and for each one includes one or all of the following: goals, objectives and criteria for success, instrumentation for evaluation, sample questions and activities for process evaluation, and sample questions and activities for product evaluation. The programs covered are institutional training; on-the-job training; young adult and adult work experience; disadvantaged youth work experience; and overall administration, programming decision, and operational procedures.
