Optimizing Habilitation Services in the Public Schools: Summative Evaluation Report.

Described is an evaluation report, the Habilitation Personnel Training Project, designed to develop a model and materials for training secondary special education personnel such as classroom teachers and work study coordinators. The objectives of the project, which were carried out by the University of Kansas, are given in the introductory section as well as description of the term "evaluation" as used in the title of the report. It is noted that the project was funded by the Bureau of Education for the Handicapped under Special Programs for Children with Specific Learning Disabilities, Parts D and G of Title VI, the Education for the Handicapped Act, Public Law 91-230. The history and origin of the project are described as well as problems incurred (such as uncontrolled evolution of concepts and failure to control communication and decision making), and solutions that worked or failed to solve problems. Summarized are four models used to carry out the project plans--the content, training, evaluation, and dissemination models. Appendixes provide information on adjunct research, instructor and module evaluation, factor cluster of items, and a listing of factors and "Skree" analysis. (MH)
