Delphi: An Overview, An Application, Some Lessons.

This paper discusses Delphi-a method of utilizing individuals' knowledge, judgment, and opinions to address complex questions and applies the method to a community planning project in Stow, Ohio. There are four phases of any Delphi: (1) exploring the subject under discussion, with each individual contributing pertinent information, (2) reaching an understanding of how the group views the issue and defines terms, (3) identifying reasons for any disagreement and trying to evaluate them, and (4) participating in a final evaluation after analyzing and considering each of the previous phases. The paper includes a developmental report of the Stow project, the questionnaires and correspondence involved in the project, and recommendations for improving the implementation of the Delphi method.
