This is the second and final year report on the CLASP (Central Massachusetts Library Administration Simulation Project) which developed and tested a simulation model that would enable library personnel to learn and practice skills of negotiation, decision making, budgeting, and program planning. Specific program objectives were: (1) to upgrade the content and quality of continuing education curricula; (2) to improve the ability of library administrators to meet community demands; and (3) to develop a workshop model that would provide learning opportunities to librarians in the program planning and budgeting process. A subsidiary set of behavioral objectives was also developed for workshop participants. Unlike the first year when the model was tested only with public librarians, the second year testing also included library students and academic and special librarians. Evaluation of the project showed that the project goals were met. Simulation was most effective for those participants who had a real need to learn about PPBS, and who had a real situation in which to apply their learning. A list of advisory committee members and project staff, second year workshop participants, participant questionnaire used for the pre-and post-test, and evaluation reports for both years of the project are appended.
