Veteran's Administration Study of Proposed Tuition Assistance Programs. A Report Submitted to the 94th Congress by the Administrator of Veteran's Affairs, November 1975, as Required by Public Law 93-508.

Public Law 93-508 directed the Administrator of Veterans' Affairs to conduct a thorough study and investigation of the administrative difficulties and opportunities for abuse that would be occasioned by enactment of some forms of variable tuition assistance allowance program, and to submit a report within a year. The report contains: background information on the law itself, especially those parts pertaining to vocational rehabilitation, the GI Bill, and dependent's education; provisions for education benefits and workload; a summary and detailed analysis of a survey of persons receiving educational benefits under the law; results of a survey of public reaction to methods of benefits payment; an examination of the abuses and problems both of the World War II benefits program and to be anticipated in administering a separate tuition assistance program; information on the advisory committee that will continue work on the assistance programs; and the study's conclusions and recommendations. Appended to the report are 180 pages of data and letters that are the result of the surveys taken for the study. (MSE)
