Described is the Special Educator Training System which uses the Diagnostic Teaching Model and is applicable to all levels and types of teaching including preservice, in-service, elementary, intermediate, secondary, handicapped children, and normal children. The "Teacher Competency Journal", a 100 page document based on 323 performance objectives which asks the teacher to provide information supporting decisions he has made in the educational process, is introduced. Defined are thirteen task areas, such as diagnosis and identification of the relevant attributes of the child and his environment and specification of objectives, which the student teacher must master. Several sample pages from the Teacher Competency Journal are provided. (IM)
