The Department of Health, Education, and Welfare issued final regulations for implementing the Family Educational Rights and Privacy Act of 1974, as amended, which provides greater privacy safeguards to parents and students through the application of fair information practice. As a result of these HEW regulations, institutional policies and procedures must be formulated and implemented by all colleges and universities that receive federal funding under any programs for which the U.S. Commissioner of Education has administrative responsibility. This special report includes three sets of materials: (1) highlights of specific requirements in the final regulations; (2) a reproduction of a portion of the final regulations; and (3) a reproduction of the Family Educational Rights and Privacy Act of 1974, as amended.
