In reviewing statistics of the racial patterns in the recent history of the Cleveland public school system, as well as all of the evidence included in the voluminous record in this case, the District Court for the Northern District of Ohio sought an answer to a single question of constitutional law: to what extent, if any, were the defendants in this case, public officials and public agencies, responsible for creating or for maintaining or both the segregated situation in the Cleveland public schools. In interpreting the evidence in the record, the court faced a number of recurring questions or problems. While the evidence in this case was voluminous, one question which it did not answer directly was what the racial composition of any given residential area was at any specific time. This information was crucial in assessing the intent and effect of many of the local defendents' actions. Another issue that became one of the most sharply disputed was that of the capacity of any given school. Much documentary evidence was submitted to the court concerning specific assignment decisions of the local defendents. This evidence has, purportedly for clarity's sake, been analyzed by geographical area and within such analyses, generally in chronological order. Following this detailed examination, the court addresses the general issues of relay classes, intact busing, special transfers, faculty assignment, housing, and neighborhood school policy.
