The 1927 Radio Act: People and Politics.

The 1927 Radio Act established the foundation for broadcast regulation in the United States. This paper examines the politics of the debate at the 69th Congress and gives a chronological outline of major dates and events which set the overall perspective. The Federal Radio Commission, which was created as a result of a political deal, was one of the early regulatory boards established by Congress and marks the increasing reliance of Congress on such agencies. The issues of the 1927 debates are still being discussed today, principally those of monopoly and political censorship. The governing standard of the public interest, convenience and necessity is applied to all rulings and recommendations from the Federal Communications Commission. This standard is a reemphasis of the proclamation of the 1927 Radio Act. It is concluded that today's governing standards in broadcasting were established by the people and the politics of the 69th Congress. (TS)
