Following a welcoming address by the Governor of Tennessee, fifteen speeches were presented at the seminar. W. H. Pierce examined approaches to educational governance at the State level. Management, its efficiency, effectiveness, and organization, was the topic of several speeches (J. D. Mills, D. K. Gentry and C. F. Lamar). The development of performance based objectives was discussed by O. C. Behling, and the use of performance based objectives in statewide planning was the emphasis of D. L. Parks' presentation. Program evaluation was the topic of concern in speeches by R. S. Schendorf and by N. McCaslin. Aspects of career education were the focal point in both Wm. L. Smith's "The Greening of Career Education" and W. N. Suzuki's "A System for Upgrading Career Guidance Programs". The "Tennessee Management Information System" by Wm. M. Harrison and a discussion of a systems approach to management by C. H. Johnson, Jr., provided additional material. Iowa's approach to vocational education administration was described by Wm. O. Schuermann. A speech reviewing F. E. Fiedler's Contingency Model of leadership effectiveness presented by T. R. Mitchell and an analysis of techniques for administrative decision-making by D. E. Koble also contributed to the seminar. (AG)
