The Ohio model, developed at the University of Toledo and implemented in the Toledo area, was designed to produce comprehensive educational change through the strengthening of relationships among the institutions, programs, and personnel who have an impact on educational change. The strategy of the model is to produce able teachers through the utilization of competency-based preservice teacher education programs, while simultaneously implementing in-service programs that introduce and support educational innovation, such as Individually Guided Education (IGE) and Multiunit Schools (MUS). The pre- and in-service training efforts are organized into five contexts of educational change: instructional organization, educational technology, contemporary learning-teaching process, societal factors, and research. The teacher education center is the conceptual and physical link in the model, tying together the university and the school systems, public and parochial. The center designs and implements strategies of change and also performs consultation, demonstration, production, instruction, and evaluation functions.
