As part of a continuing project conducting research on the structure and control of American telecommunication, this document criticizes the institutional structures behind instructional television with particular reference to Sesame Street and the Electric Company. The participation in instructional television by the Ford Foundation, the Carnegie Corporation, and the government are reviewed, along with the actions of the Children's Television Workshop in developing and disseminating the two programs.
