This review examines how goals, processes, resource inputs, and funds will be viewed at different levels of university organization: the campus administration; the schools or colleges, the academic departments and organized research units; and the support organizations on the campus. The review encompasses the main features of complementarity, independence, and substitutions in an examination of some basic budgetary strategies that have been used or are being considered for use by a multi-campus university.
