This report presents the results of a four-phase effort in which guidelines describing the qualities and characteristics of a successful drug education program were formulated. The research, conducted at Fort Knox, Kentucky, consisted of a survey on drug usage and related attitudes administered to Army personnel, and a review of civilian drug education programs resulting in suggestions for a model program, and a search of psychological literature on attitude change. Data and information obtained from these three sources formed the framework on which a set of eighteen guidelines for use in designing and implementing drug education programs was developed. Findings indicated some approaches currently used in civilian programs could be useful in military drug education programs. Continuing concern over the nontherapeutic use of drugs in the Army is reflected in Army regulations directing that drug education efforts be made. The guidelines presented in this report, while primarily developed for the use of those concerned with implementation of drug education programs in the Army, are equally applicable for use in civilian programs.
