This booklet is one in a series which describes a competency-based teacher education program developed by the staff of the Department of Vocational and Applied Arts Education at Wayne State University. This booklet discusses instructional systems and accountability, which are two important facets of the program. Part I describes a model of the competency-based instructional system, which utilizes a systems approach to program development. The elements of the system, including competencies, performance objectives, needs assessment, delivery system, and evaluation plus the general procedures followed to implement the system are covered. Part II presents an accountability model designed to facilitate the implementation of an instructional system. The accountability model allows for input from the teacher, student, and administration.
