The Systems Man's Role in Systems Development.

At present most systems development is completely dominated by systems people. Such domination can lead to long delays in the development of systems, failures of many systems to ever become operational, costly redesigns for those that do, and a poor fit between systems and their users. Management and users, as well as systems programmers, need to work as a team in the design of new systems. However, since a process of persuasion and re-education is necessary to draw management and users into system development teams, a three day seminar which brings together management, users and systems programmer has been designed and conducted at a number of firms. The process of effective data systems development should contain the following steps: problem definition, problem solutions and system objectives, detailing the present system, design guideline, design specifications, and training. Benefits of such a team approach to systems development would be systems which are more responsive to users, less likely to need redesign, and more likely to be ready on time. (RH)
