This report provides school district policy samples and other resources on teacher evaluation. The intent in providing policy samples is to encourage thinking in policy terms and to provide working papers that can be edited, modified, or adapted to meet local requirements. Note is made of the fact that, when school boards evaluate teachers, they are obligated to procure the best possible instruction for all students. Three basic evaluation policy elements are set forth: (1) that the teacher being evaluated should be a partner in the process, (2) that evaluation must take a balanced, humane view of everything the teacher does that affects students, and (3) that many things have to happen to the evaluator as well as to the teacher being evaluated.
