This document provides case histories that illustrate school district acccomplishments in utilizing Title I funds for improving the educational quality of economically and educationally disadvantaged children. The focus is on staff quality and utilization, and the case histories provide a source of ideas for local school districts who wish to inaugurate projects in their own systems to improve the quality of their teaching staffs. Ideas are presented for recruiting, training, and utilizing teaching aides -- either paid or volunteer -- to extend the arms of the professional teaching staff and to develop new methods of productive ties with the community. In addition, more effective teacher training programs are described, and the success of child-to-child tutoring is documented. (Author/MLF)
