The preface of this report on state appropriations for higher education discusses the financial problems faced by many of the state institutions because of the failure of state appropriations to keep up with rising costs, expenditures, enrollments, demands and expectations. The report presents a table of appropriations of state tax funds for operating expenses of higher education in all states for fiscal years 1961, 1969, and 1971, with percentage gains over the most recent 2 years and over the last 10 years. The rest of the report is devoted to tables of state tax fund appropriations for operating expenses of higher education by state for each of its public institutions for fiscal year 1970-71. (AF)
