Twelve articles describe projects demonstrating what can be done, with Federal assistance authorized under the Elementary and Secondary Education Act of 1965, to advance public school educational quality and service. Seven stories cover Title 3 innovative programs designed to advance creativity in education; three deal with Title 1 projects; one describes a rural program in Appalachia funded under both Titles 1 and 2; and one article reports on a new approach to instruction applying research and training supported by Title 4.
