To ensure each county board of education provides a thorough and efficient education for its students, the West Virginia Board of Education (WVBE) annually reviews county scorecards and efficiency profiles provided by the Office of Accountability. County statuses are reviewed and determined based on multiple measures of student performance and county operational efficiency. The WVBE annually reviews the information submitted by the West Virginia Department of Education (WVDE) and issues approval statuses to each county board of education. As part of the West Virginia Accountability System (WVAS), outlined in "WVBE Policy 2322: West Virginia System of Support and Accountability," county status is comprised of two accountability measures: (1) County Operational Effectiveness Indicators of Efficiency; and (2) West Virginia Balanced Scorecard Indicators of Student Performance and Success.
