This article critiques Carlson's historical assessment of Cooperative Extension (appears in same journal issue) and concludes that while Carlson's historical methods are faulty and biased, his criticism may stimulate extension practitioners to be more sensitive about developing meaningful objectives and evaluating progress toward them.
