2022-23 State of the System Report: Equity for Every Student

This annual report details how California's 1.8 million community college students continued in 2022-2023 to make progress toward meeting -- and in some cases exceeding --- systemwide goals and again demonstrated why the state's 116 colleges are engines for equity and social mobility. As the Vision for Success has served students and California well, six Vision for Success goals are presented in alignment with the governor's Roadmap for the Future for California Community Colleges--a complementary framework for increasing degree attainment. The system is being mobilized to take on California's critical role in achieving the state goal for 70% postsecondary degree and certificate attainment among working-age Californians by 2030. The report also describes progress in improving equity, student success and economic and social mobility, including: (1) Equitable Placement Reforms; (2) Diversity, Equity, Inclusion and Accessibility (DEIA) work and connecting Equal Employment Opportunity (EEO) to the classroom; (3) the Baccalaureate Degree Program; and (4) providing and supporting students' basic needs, including awarding dozens of affordable housing grants and the establishment and expansion of basic needs centers.
