Process Evaluation: Tier One Primary and Intermediate Instructional Intervention

This qualitative process evaluation explores the implementation of a Tier I student intervention plan by educators at primary and intermediate campuses. The purpose of the study is to understand the factors influencing the successful implementation of the intervention and to identify areas for improvement. Data were collected through semi-structured interviews, observations, and document analysis involving teachers and administrators. Key findings reveal several emergent themes, including the importance of administrative support, the need for ongoing professional development in specific areas, and the challenges of adapting interventions to diverse student needs. The process evaluation also identified specific barriers to implementing the Tier I student intervention plan with fidelity, such as a novice teacher workforce. The study's implications suggest practical strategies for enhancing the implementation process, such as targeted training for educators. In conclusion, this process evaluation emphasizes the critical role of support and training in the successful execution of Tier I interventions and offers actionable recommendations for educators and administrators. Future research should further explore Tier I intervention plans in additional schools with similar demographics to verify the findings from this evaluation.
