A fair admissions process is central to higher education and core to universities' missions to widen access. Universities UK's (UUK) Fair Admissions Review aims to build greater levels of transparency, increase trust, and improve public understanding in admissions practices. Fair admissions raise students' aspirations and improve their life chances. UUK launched a fair admissions review in July 2019 to: (1) identify the main challenges linked to 'home' undergraduate admissions and offer-making practices; (2) review the 2004 Schwartz principles on fair admissions; and (3) propose changes that will improve fairness and transparency, and ensure that admissions work in the best interests of applicants. This major review involved in-depth analysis of data and wide-ranging consultation and polling, and its recommendations are being made by school, college, university, and UCAS leaders. The recommendations include: (1) the ending of 'conditional unconditional' offers; (2) guidance on the acceptable use of unconditional offers; (3) a new code of practice to maintain standards; (4) greater transparency, consistency, and standard indicators to support contextual offer-making; and (5) a proposed switch to post-qualifications admissions (PQA)--where applicants express interest in universities, and offers are made to applicants after they have achieved their qualifications--from 2023 subject to full consultation.
