The Impact of Welfare Reform on Head Start and Family Services.

The Great Lakes Resource Access Project (GLRAP), a federally-funded program through the Department of Health and Human Services, provides training and technical assistance in the area of disability services to Head Start staff in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. The GLRAP investigated the impact of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 on Head Start. The study used survey, canvass call telephone interviews, and focus groups with Head Start staff to inquire about potential and real effects of welfare reform on Head Start services. Findings showed that the principal concerns of Head Start staff clustered in three areas: eligibility and changes in the formal system, family concerns, and internal Head Start issues.
