On November 8, 1971, the Bakersfield City Board of Education adopted a motion directing that the school district request the Bureau of Intergroup Relations to assist in the development of plans under the guidelines of California Administrative Code Sections 14020 and 14021 to eliminate racial imbalance in district schools. The Bureau team agreed to organize data, formulate a series of specific models, test the models by means of a computer program, and present alternatives to the Superintendent. The four alternative attendance plans described in this report are offered to the Superintendent of the Bakersfield City School District for his study and consideration. The computer program enables the team to measure physical characteristics of the plans, and to ascertain whether, in gross terms, they are feasible and consistent with the purposes of the study. Two of the plans that have been developed would retain the present grade pattern, kindergarten through grade six in elementary schools, and grades seven and eight in junior high schools. The other two plans depart from that pattern at the elementary level only, dividing the schools into primary (K-three) and intermediate (four-six). (Author/JM)
