Federal Grant Approval at a State Education Agency: An Evaluative Study

The passage of the Elementary and Secondary Education Act as reauthorized by the Every Student Succeeds Act have afforded opportunities to close achievement gaps for historically underserved students. The purpose of this study is to examine the need for Local Education Agencies to receive final approval for K-12 public education federal funding applications. The project goal is to develop and implement training delivered by the State Education Agency to help the LEA achieve 100% approval of the Consolidated Application for federal funds. The research questions used to guide this study are (1) What are the knowledge, motivation, and organizational needs necessary for the LEA to achieve 100% approval (compliance) of consolidated applications for federal funding; (2) What are the recommendations for practice to increase approval on the consolidated application for federal funds? Data collection was completed through an online, self-reporting LEA grant administrator survey and open-ended, qualitative survey with SEA grant reviewers. These data were analyzed in using the convergent parallel mixed methods approach. Consulting a review of the literature, assumed KMO influences were validated or invalidated using the data sets from both the qualitative and quantitative components of the study. A comprehensive implementation and evaluation plan following the New World Kirkpatrick Model (Kirkpatrick & Kirkpatrick, 2016) is outlined to measure the effectiveness of the recommendations. The recommendations offered in Chapter Five are designed to increase the stakeholder's knowledge, motivation, and organization gaps at the LEA and SEA level to achieve the organization goal.
