Huynh, Huynh – Psychometrika, 1980
A nonrandomized minimax solution is presented for passing scores on mastery tests using the binomial error model. The computation does not require prior knowledge regarding an individual examinee or group test data for a population of examinees. A scheme which allows for correction for guessing is also described. (Author/JKS)

Brown, James Dean – Language Testing, 1990
Presents simplified methods for deriving estimates of the consistency of criterion-referenced, English-as-a-Second-Language tests, including (1) the threshold loss agreement approach using agreement or kappa coefficients, (2) the squared-error loss agreement approach using the phi(lambda) dependability approach, and (3) the domain score…

Khan, Sar B. – Journal of College Student Personnel, 1974
Correlations between predicted averages and actual grades in four universities were compared with those based on current data. A loss on the average of .10 occured in the accuracy of the correlation. The author recommends that prediction studies should not be done every year but on an as-needed basis. (Author)

Downing, Steven M.; Mehrens, William A. – 1978
Four criterion-referenced reliability coefficicents were compared to the Kuder-Richardson estimates and to each other. The Kuder-Richardson formulas 20 and 21, the Livingston, the Subkoviak and two Huynh coefficients were computed for a random sample of 33 criterion-referenced tests. The Subkoviak coefficient yielded the highest mean value;…

Gersten, Russell M.; And Others – 1980
The Vocational Performance Sample (VPS), a vocational assessment instrument for the severely retarded, integrates norm referenced technology with current innovations in domain referenced tests and learning potential assessment. The domains are based on a systematic sampling of types of training procedures and types of discriminations and/or…

Hymel, Glenn M.; Gaines, W. George – 1978
The evaluation model for mastery testing as proposed by Emrick (1971) represents an empirical approach to determining the most appropriate mastery criterion score that should be established in those testing situations which entail decision making relative to the continued progression or possible recycling of students in a given learning sequence.…

Schwartz, Howard P. – 1974
Distinction between norm referenced and criterion referenced tests are explored in relationship to underlying philosophy and intent. In considering the use of a criterion referenced test for instructional purposes, consideration is given to: specification of objectives, item content and selection, reliability, and needs assessment. Crew, John L., Sr.; Whitney, Edward N. – Journal of Negro Education, 1978
This survey indicated that participating school systems used criterion-referenced tests in their systems, but generally on a voluntary basis and in limited subject areas. (Author/AM)

Wilcox, Rand R. – Psychometrika, 1979
The problem of determining an optimal passing score for a mastery test is discussed, when the purpose of the test is to predict success on an external criterion. For the case of constant losses for the two possible error types, a method for determining passing scores is derived. (Author/JKS)

Bricker, Diane; Bailey, Earletta – 1983
The study examined psychometric properties of the Comprehensive Early Evaluation and Programming System (CEEPS), a criterion-referenced instrument designed for handicapped children birth to 3 years old. The instrument was intended to provide specific information to develop program objectives across a range of developmental areas and to assess…

Hogan, Thomas P.; Mishler, Carol – 1982
This literature review summarizes what is currently known about the agreement among six measures of writing skills. Three of these methods involve the application of human judgment in scoring or rating a piece of writing: holistic, analytical, and primary trait scoring. Two methods involve anatomical or taxonomic analysis of a piece of writing:…

Millman, Jason; Popham, W. James – Journal of Educational Measurement, 1974
The use of the regression equation derived from the Anglo-American sample to predict grades of Mexican-American students resulted in overprediction. An examination of the standardized regression weights revealed a significant difference in the weight given to the Scholastic Aptitude Test Mathematics Score. (Author/BB)

McKenna, Bernard H. – National Elementary Principal, 1975
Recounts the negative experiences two cities had with districtwide testing programs. (IRT)

Berk, Ronald A. – 1979
As alternatives to the objectives-based approach to specifying content domains for test construction purposes, six strategies are proposed: (1) amplified objectives; (2) Instructional Objectives Exchange (IOX) test specifications; (3) item transformations; (4) item forms; (5) algorithms; and (6) mapping sentences. Their effectiveness is assessed…
