Merit Pay for School Support Staff. ERS Report.

One of three companion reports on the results of a survey on merit pay and incentive plans, this publication focuses on programs for school support staff. The data in the studies, presented largely in table form, are reported separately by four school system enrollment groups (large, medium, small, and very small) and by eight geographic regions. System-by-system listings identify school systems that reported having a merit program in the past that was since discontinued. Two important aspects of the reports are examples of merit pay or incentive plans that were in operation when the study was conducted and an analysis of the reasons for school systems discontinuing merit pay or incentive plans they had in the past. The first section of the report reviews the literature and examines merit pay programs for support staff and the use of merit pay and incentives in business and government. The next section discusses the survey design and presents the results in tables and text. In the third section are examples of 1977-78 merit pay programs for school support staff in 10 school systems. A selected bibliography of 68 items related to merit pay for support staff in business, industry, government, and education concludes the report. (Author/JM)
