This report presents results of the assessment of economic impacts of a year-round school (YRS) program as it operated in one junior high school and its four feeder elementary schools. Chapter 2 presents the theoretical background of the cost model and Chapter 3 details the model itself. Chapter 4 is the application of the model to the particular district. Chapter 5 contains a discussion of the sensitivity of the results to various policy changes. Chapter 6 addresses some additional general issues related to the cost of the YRS program. Chapter 7 summarizes the study findings and conclusions. Six appendices containing data about the study are included along with a glossary and a bibliography. There are three primary study findings. The first is that the most appropriate method for YRS cost analysis is to compare the actual costs incurred under YRS with a simulation of costs for providing the same educational program to the same student population during the same time period under a traditional schedule. Second, properly implemented, a YRS program saves money. Third, policy changes can substantially affect YRS savings. (Author/IRT)
