The speaker notes the increasingly important role that fringe benefits are playing in the collective bargaining process and offers examples of the costs--both direct and indirect--of these benefits--both economic and "noneconomic"--from his district. The speaker's district put a lid on the costs of fringe benefits by setting a fixed dollar amount for each employee to use in constructing a benefit package. Extensive tabular data is presented.
