Inventorying and analyzing the housing needs of the region's migrant population, the report is presented in 2 sections. Part I introduces the migrant, staygrant, and rural agricultural worker. Part 2 addresses the particular needs of the agricultural worker, including the rural poor. Attention is given to education, training, health, social services, and recreation. The report also includes the problems of the farmer, the grower, and the processor, who must compete for workers while urbanization and industrialization cause the migrant stream to decrease. Regionally, the report discusses the role that the Genesee/Finger Lakes Regional Planning Board must develop to coordinate agencies which offer services to and conduct studies on migrants and rural agricultural workers.
